Diamonds of Disability has released a guide ranking ten U.S. states with the weakest disability support systems, drawing on AARP LTSS Scorecard data and Medicaid HCBS waitlist figures, with practical guidance for affected residents.

Orem, United States, September 22, 2026 /NewsNetwork/ -- Diamonds of Disability has published the third installment in its four-part series on disability support across the U.S., naming ten states where disabled adults encounter some of the most significant barriers to long-term services and independent living support. The guide draws on Medicaid home and community-based services (HCBS) data, waiver access figures, caregiver resources, and community integration metrics to identify where state systems fall short of residents' needs.

For people who rely on assistance with daily activities, those gaps can determine whether support is available at home or remains out of reach for years, Diamonds of Disability explains. The guide identifies limited HCBS capacity as a recurring problem, with enrollment caps, provider shortages, and long waiting lists restricting access to programs that already exist.
West Virginia ranks last in the AARP Long-Term Services and Supports Scorecard cited in the guide, with Alabama immediately above it. South Carolina, Mississippi, Tennessee, Oklahoma, Louisiana, Florida, Kentucky and North Carolina complete the guide's 10-state ranking, while Texas receives separate attention because of the scale of its HCBS interest lists.
The guide also details how these gaps play out in practice. Disabled adults in Kentucky can spend years waiting for waiver services, North Carolina families may face lengthy delays for the Innovations Waiver, and Texas maintains large interest lists for long-term community support. In rural areas, provider shortages and limited accessible transportation create additional barriers, making services difficult to access even for residents who already qualify.
Diamonds of Disability stresses that the ranking evaluates support systems, not the communities or disabled people who live in them. Some lower-ranked states have comparatively affordable housing, useful individual programs, or stronger service networks in particular cities and counties, so experiences can differ considerably within the same state.
"The goal of naming these gaps plainly is not to discourage. It is to equip," the guide states. Residents are encouraged to join applicable waiver lists as early as possible, look into Medicaid services available outside capped waiver programs, and contact their state's Protection and Advocacy organization or Center for Independent Living for support.
That practical focus carries through the wider series, which has examined why disability support changes across state lines and where stronger systems can be found. Diamonds of Disability will conclude the series with a 50-state reference guide designed to help disabled adults and their families compare support systems and consider service availability when planning a move.

Artificial intelligence (AI) models developed by a research team led by Korea Advanced Institute of Science and Technology (KAIST) professor Nam Ju-han made their debut at one of Korea’s leading jazz festivals, performing improvised jazz alongside human artists. According to the university Friday, the team showcased human-AI music collaboration technology that analyzes the flow of human performances in real time, allowing AI to take over performances or generate improvised accompaniment, during the 23rd Jarasum Jazz Festival, held in Gapyeong County, Gyeonggi Province, from Oct. 9 to 11. A total of 12 human jazz artists participated in the event, collaborating with AI in 26 pieces across 12 performances. The technology is different from existing music AI services as it enables collaboration with human musicians in jazz, a genre characterized by improvisation. Jazz musicians often change the tempo or create new melodies based on how they feel in the moment. Because the same piece can be performed differently each time, musicians must listen to one another and adjust their playing accord

Indonesian fintech expansion into ASEAN looks different in 2026 than it did when Investree opened its Thailand operations in 2018 and its Philippines unit shortly after. The cohort of Indonesian platforms that pushed beyond the domestic market between 2018 and 2022 (Investree, Modalku, several payment players, a handful of insurtechs) encountered a structural cost that […] The post Why Indonesian fintech’s ASEAN expansion cost more than anyone priced in appeared first on e27.

SEATTLE — Alaska Airlines is looking to expand its presence in Asia as its Incheon-Seattle route gains traction, with Korea emerging as a key market in the U.S. carrier’s expanding international network. The airline recorded load factors of 82 percent in June, 84 percent in July and 79 percent in August on the route, marking a strong start in its first full year of operations. The figures exceeded expectations for a new route, which typically takes about three years to mature as the airline adjusts schedules and connections to meet passenger demand. "Those are really good, strong load factors for the first year of a new route," Shane Tackett, president and chief financial officer of Alaska Airlines, said in an interview with The Korea Times on Sept. 29. He added that one month ranked among Alaska's best-performing international routes financially before fuel prices increased significantly. The airline sees further opportunities to attract passengers from Korea, where its brand remains relatively unfamiliar. Tackett said Alaska Airlines aims to raise awareness of its services and enco
