The new article from SBA & Federal Debt Advisory Services notes that DCIA generally required federal agencies to transfer eligible non-tax debts delinquent for 180 days to Treasury for collection. The Digital Accountability and Transparency Act of 2014 later shortened that period to 120 days. Passing the law did not create the system, however. Agencies and Treasury still had to develop referral procedures, build and connect agency systems, determine which debts qualified for transfer, and define which categories would be exempt.

The historical record shows that implementation took years. In 1998, the Office of Management and Budget described the DCIA as comprehensive and complex and acknowledged that implementation had not met expectations. Reviews by the U.S. Government Accountability Office in the years that followed documented challenges involving referral procedures, agency systems, and whether eligible debts were being referred when required.

In addition, the article examines a part of the story often lost in simple descriptions of federal debt referral: not every debt followed the same path. Certain classes of debt received exemptions from mandatory transfer, and federal agencies differed in how quickly they were able to identify and refer eligible debts.

"Most people who receive a Treasury collection notice assume the debt simply moved from one office to another, but the path it took was built over decades of legislation, oversight, and system development," said Jay, of SBA & Federal Debt Advisory Services. The original agency remains the creditor, and knowing that distinction is often the first step in understanding where a debt stands."

The article's account ends at Cross-Servicing, the centralized program through which Treasury provides delinquent non-tax debt collection services on behalf of federal creditor agencies. Under Cross-Servicing, the referring agency remains the creditor agency, while Treasury performs collection services once eligible debts are referred. Today, the Bureau of the Fiscal Service administers the program.
