The announcement comes as American communities face mounting pressure on the systems that deliver essential services. The American Society of Civil Engineers' 2025 Report Card for America's Infrastructure graded the nation's drinking water systems a C-, and it points to an EPA assessment that the country needs $625 billion over the next 20 years to bring those systems into good repair.
