7-Step Whole Home Remodel Guide for Sonoma County Released by ZSM Construction

ZSM Construction Co. has released a seven-step guide to whole home remodels in Sonoma County, covering structure-first planning, the 2025 Energy Code, new fire-hazard maps, permit timelines and contractor checks homeowners face in 2026.

The guide, written by owner Zack Murphy, lays out the order of decisions the company follows on its own projects, from the first walkthrough to the final inspection.

The release comes as three rule changes reshape remodeling in the county. The 2025 California Energy Code applies to building permit applications filed on or after Jan. 1, 2026, and sets heat-pump space and water heating as the baseline for new residential construction. Altered systems in a remodel must also comply. On the same date, fire-resistant construction rules moved from Chapter 7A of the California Building Code into a new Wildland-Urban Interface Code. Updated Cal Fire hazard maps, released in February 2025, expanded the very-high fire severity zone in unincorporated Sonoma County from 11 acres to about 7,555 acres.

Insurance adds more pressure. According to the California FAIR Plan, the state's insurer of last resort, 8,748 policies were in force in Sonoma County at the end of September 2025, a 39% increase in one year.

The guide also publishes cost and schedule ranges. Kitchen remodels typically run $30,000 to $100,000 or more over six to eight weeks. Bathroom remodels run $15,000 to $50,000 or more over four to six weeks. A whole home remodel generally takes three to six months of construction once permits are issued, with pricing set by written estimate after a plan review. The guide treats permits as a schedule item rather than an afterthought. The City of Santa Rosa's published minimum for a first review of a residential addition or alteration is six to eight weeks once an application is complete. Unincorporated areas such as Glen Ellen, Kenwood and Penngrove go through Permit Sonoma, where fire-rebuild incentives end Dec. 31, 2026. Those incentives include a guaranteed five-day plan review.

The guide closes with six questions for homeowners to ask any contractor. They cover load-bearing walls, permit responsibility, fire-zone status, Energy Code requirements, change orders and on-site supervision. It also points readers to the Contractors State License Board's free license lookup.
